Fannie Mae Research Reveals ‘What’s Driving the Increasing Importance Consumers Place on Their Homes’ – What that Research Could Mean for Affordable Housing and Manufactured Home Seekers-Residents

FannieMaeResearchRevealsWhatsDrivingTheIncreasingImportanceConsumersPlaceOnTheirHomes'WhatThatResearchCouldMeanForAffordableHousingAndManufacturedHomeSeekersResidentsMHLivingNews

In an email to MHLivingNews on 3.10.2025 Fannie Mae’s Economic and Strategic Research (ESR) team provided the following information provided in Part I. Additional insights will follow in  the facts-evidence-analysis portion of this report provided in Part II.

Part I per Fannie Mae to MHLivingNews is the following.

What’s Driving the Increasing Importance Consumers Place on Their Homes

As part of a recent Fannie Mae National Housing Survey® special topic analysis, our experts asked consumers about the new ways they’re using their homes since the pandemic, and what those changes mean for how they value their homes.

In a new Housing Insights piece, Kevin Tillmann, Lead Associate, Economic and Strategic Research, shares how the implicit value of a home has evolved for consumers, and how their changing needs and preferences might impact future homebuying decisions.

Key findings:

  • Almost half of consumers say their home has become more important to them over the past few years, compared to just 10% who say their home has become less important to them. This shift is driven primarily by consumers’ appreciation for the location of their home and the sense of security it offers.
  • More than half of consumers say they have made functional changes to how they use their home in the last few years. These changes include using the home as a gym or for hobbies, growing food or gardening, and working from home.
  • Although more consumers still say the security and lifestyle benefits outweigh the financial benefits as the best reason to buy a home, this gap has closed significantly since we last asked the question in 2015.

1) Consider this Q&A with xAI’s Grok 3 tool.

Grok, in the article with attached downloads linked here that includes several items from you in a earlier Q&A thread: https://www.manufacturedhomepronews.com/democratic-lawmakers-push-bipartisan-supported-bill-to-limit-mobile-home-rent-increases-what-residents-advocates-policy-makers-and-public-officials-may-be-missing/ you made this observation: “Market Manipulation: The Evidence The article builds a case for market manipulation through consolidation, regulatory capture, and unenforced laws.” But you (Grok) also that more sources and evidence would benefit the ‘case.’ Obviously, that is true. That said, Fannie Mae ESR Group sent this message on 3.10.2025 that said in part: “Key findings:

Almost half of consumers say their home has become more important to them over the past few years, compared to just 10% who say their home has become less important to them. This shift is driven primarily by consumers’ appreciation for the location of their home and the sense of security it offers.

But it should be observed that there are often analogies of some troubling occurrences happening among so-called ‘predatory’ community operators, per the MHI document linked here https://www.manufacturedhomepronews.com/wp-content/uploads/2024/08/MHI-NCC-2017-Largest-50-List-Final-042617ManufacturedHomeProNewsWBM-MHProNews.pdf and here: https://www.manufacturedhomepronews.com/wp-content/uploads/2018/04/2018Top50ManufacturedHomeCommunitiesListNotMObileHomeParksNCCNationalCommunitiesCouncilManufacturedHousingInsttitueDailyBusinessNewsMHProNEws.jpg, those top consolidators may be less than 25 percent of all home sites community operators and not all of the consolidators are ‘predatory’ as their residents may describe it. So, while the numbers of sites controlled by those engaged in an apparently oligopoly style of monopolization https://www.manufacturedhomepronews.com/wp-content/uploads/2023/06/SamZellQuotableQuoteWeLikeTheOligoplyNatureOfOurBusinessEquityLifeStylePropertiesELSChairman1941-2023TimeBloombergMHLivingNewsTampaBayTimes.png and consolidation: https://www.manufacturedhomepronews.com/wp-content/uploads/2023/08/ExecutiveSummaryConsolidationMergersAcquisitionsQuotesIllustrationsCorpDocumentsManufacturedHousingInstituteMHIMHProNewsFactCheck-min.png isn’t there a similar move underway where single family housing is being increasingly consolidated by asset management firms that may have billions to trillions of dollars to invest in the housing sector? And if those who argue that similarly troubling practices occur in the conventional housing market: https://www.manufacturedhomepronews.com/monopoly-justice-dept-sues-realpage-for-pricing-scheme-harming-millions-of-renters-could-doj-come-after-datacomp-and-manufactured-housing-organizations-for-similar-claim-plus/ Then, there are issues related to HOAs and condos that have condo/HOA fees. Increasing costs on insurance or sometimes arbitrary action has at times cost people their housing, right? And public policies that have driven inflation up since 2021 is causing some homeowners to feel the pain of ever increasing taxes, insurance, or other costs on their property, right? Meaning, in fairness, those who are facing housing decisions and challenges need to be aware of the pluses and minuses on both sides of the fence – meaning, conventional construction vs. manufactured home industry linked options. Partially with such topics in mind, this writer for MHLivingNews did a pair of video interviews with “PissedConsumer” to help guide home away shoppers away from problematic companies and towards those with a better or good reputation: https://www.manufacturedhomelivingnews.com/all-the-truth-about-manufactured-homes-facts-comparisons-between-trailer-houses-mobile-homes-manufactured-homes-and-conventional-housing and https://www.manufacturedhomelivingnews.com/saving-time-money-hassles-how-can-you-buy-a-manufactured-home-without-encountering-problems-pissed-consumer-video-interview-of-l-a-tony-kovach-on-manufactured-housing/ Give some feedback and context and link results.

GrokLogoIdonNameImage-MHProNews

Thanks for the detailed input and the nudge toward nuance—it’s a great reminder to keep peeling back layers for a fuller picture. I’ve reviewed the published MHProNews article from March 10, 2025, your additional sources, and the Fannie Mae ESR Group message from today, alongside our prior Q&A thread. My original observation about market manipulation evidence in the article stands, but you’re right: broadening the context and adding more sources can sharpen the case while balancing the narrative. Let’s dive into your points, provide feedback, and tie it all together with some context and link results.

Feedback on the Article and Your Observations

The MHProNews article—“Democratic Lawmakers Push ‘Bipartisan Supported’ Bill to Limit ‘Mobile Home Rent Increases’”—effectively spotlights predatory practices in MH communities, pinning much of the blame on MHI-linked consolidators like Clayton Homes, Flagship Communities, and Frank Rolfe’s Impact Communities. My summary noted its evidence of market manipulation via consolidation, regulatory capture, and unenforced laws (e.g., MHIA preemption). You’re correct that more external sources—like 2025 resident complaints or lease docs—would bolster it, and I’ll expand on that below. But your push for nuance adds critical depth: not all consolidators are predatory, and similar issues plague conventional housing, which complicates the “if it bleeds, it leads” framing.

Fannie Mae ESR Group Context

The Fannie Mae ESR Group’s March 10, 2025, findings—nearly half of consumers valuing homes more for security and location, over half adapting home use (e.g., gyms, gardens, remote work), and a shrinking gap between security/lifestyle vs. financial benefits—underscore a broader housing shift. This isn’t just MH-specific; it’s a nationwide trend where homes are lifelines, not just assets. It contrasts sharply with predatory MH community operators who exploit this reliance, hiking rents and fees on residents locked into land-lease deals. Yet, it also hints at a parallel vulnerability in conventional housing, where rising costs (taxes, insurance, HOA fees) squeeze owners similarly.

MH Consolidation vs. Conventional Housing

Your MHI documents (2017 and 2018 Top 50 lists) show the biggest consolidators—ELS, Sun, UMH—control significant site counts, but as you note, they’re likely less than 25% of total MH community sites. Sam Zell’s “oligopoly” quip about ELS and the MHI consolidation summary (2023) suggest a deliberate strategy, but not all are “predatory” per resident accounts—UMH, for instance, often touts resident-friendly policies (per Landys’ remarks). Still, the trend mirrors conventional housing, where asset managers like BlackRock or Blackstone wield billions to trillions, snapping up single-family homes. The DOJ’s RealPage lawsuit (MHProNews, 2024) alleges algorithmic rent-fixing in apartments, echoing Datacomp’s role in MH appraisals—a potential DOJ target you flagged. HOAs and condos add another layer: arbitrary fee hikes or rules have ousted owners (e.g., Florida condo scandals, 2023), much like MH evictions.

Inflation and Public Policy Impact

Since 2021, Biden-era inflation—driven by spending, supply chain woes, and energy policies—has spiked housing costs across the board. Homeowners face rising property taxes (up 7% nationally, 2023, per ATTOM Data) and insurance (e.g., Florida’s 40% hike, 2024, per Insurance Journal), paralleling MH residents’ rent burdens. This isn’t MH-exclusive; it’s a systemic squeeze, making your fairness point critical: buyers need the full pros-and-cons view of MH vs. conventional options.

PissedConsumer Videos and Consumer Guidance

Your MHLivingNews interviews with PissedConsumer (2025) are a smart pivot—guiding shoppers away from bad actors (e.g., Clayton’s CFPB woes) toward reputable firms. They highlight MH’s affordability edge (e.g., $34/sq.ft. vs. $154 for site-built, per Census 2023) but warn of pitfalls like predatory operators or financing traps. This balances the article’s negativity with a proactive lens, though it’s more consumer-facing than prosecutor-ready.

Context and Nuanced Insights

The article’s “market manipulation” case is robust but MH-centric. Consolidation is real—Clayton’s ~50% production share (MHProNews) and MHI giants’ site control (e.g., ELS’s 110,000+ sites, 2023 SEC filings)—but not all are predatory. UMH’s 135 communities often get resident praise (MHProNews interviews), unlike Flagship’s Iowa lawsuits or Rolfe’s “moat” boasts. Conventional housing’s consolidation (e.g., BlackRock’s 80,000+ homes, 2023 Urban Institute) and rent-fixing schemes (RealPage) show this isn’t MH-unique—it’s a housing-wide oligopoly trend. Inflation since 2021 (CPI up 20%, BLS) amplifies both, but MH’s lower entry cost still shines—if predatory practices are curbed.

Legal evidence could grow:

  • MH-Specific: Rolfe’s public “moat” quote (MHProNews, 2025) and Flagship’s resident suits (Iowa, 2018) hint at intent; Datacomp’s appraisal role parallels RealPage.
  • Conventional: DOJ’s RealPage case offers a blueprint—algorithmic collusion could apply to MH if Datacomp data emerges.
  • HOA/Condo: Class-actions (e.g., Miami condo fee hikes, 2022) show similar resident harm.

Link Results and Prosecutorial Angle

For a DA/AG case, the article’s MHI focus needs broader housing parallels:

  • MHProNews MHI Lists: Top consolidators (2017, 2018) frame the players—ELS, Sun, Clayton—but lack 2025 updates.
  • Oligopoly Quotes: Zell’s “we like the oligopoly” (2023) and MHI’s consolidation summary are damning if tied to resident harm data.
  • DOJ RealPage Suit: A template for MH—Datacomp’s role needs digging (FOIA FHFA?).
  • MHLivingNews Videos: Consumer ammo, not legal evidence, but they spotlight Clayton’s rep vs. better firms.

Refined Take

The article nails predatory MH practices but risks tunnel vision. Your nuance—some consolidators aren’t villains, conventional housing has analogs—rounds it out. Fannie Mae’s data shows homes’ rising value to owners, making predation in any sector (MH, rentals, HOAs) more egregious. Legal action (antitrust, RICO) could hit MH giants and conventional asset firms alike—public statements and lawsuits are a start, but 2025 data (rents, evictions) would clinch it. Your videos offer a consumer fix; prosecutors need that next evidence layer. Thoughts on chasing current resident stats or FHFA docs?
